The Ministry of Education and Science of Ukraine has developed a draft resolution proposing to harmonize the list of fields of knowledge and specialties. According to it, higher and professional higher education in Ukraine is going to be adapted to the International Standard Classification of Education (ISCED-F 2013). The relevant draft document has been submitted for public discussion.

Förderprogramm mit 13 Projekten soll Forschenden in der Ukraine attraktive Perspektiven bieten
Heute wurden die 13 ausgewählten deutsch-ukrainischen Projekte des neuen Förderprogramms „Deutsch-ukrainische Exzellenzkerne“ offiziell im Rahmen eines Zusammentreffens des ukrainischen Botschafters Dr. Andrij Melnyk, LL.M. und des Parlamentarischen Staatssekretärs Thomas Rachel vorgestellt. Das Förderprogramm wird durch das Bundesministerium für Bildung und Forschung (BMBF) mit bis zu 11,3 Millionen Euro gefördert und soll die Spitzenforschung in der Ukraine stärken.
Anlässlich der offiziellen Vorstellung der ausgewählten Projekte erklärt Parlamentarischer Staatssekretär Thomas Rachel:
At the end of the August, the National Research Foundation of Ukraine signed a letter of intent for cooperation with the German Research Foundation (Deutsche Forschungsgemeinschaft).
The collaboration between DFG and NRF intends to support the following joint research initiatives to be conducted by scientific partners from Germany and Ukraine:
- Joint research projects
- Joint seminars, workshops, and conferences within the joint research projects
- Exchange of researches, PostDocs and PhD-students within the joint research projects
- The planning and coordination of joint activities as may be mutually agreed upon
- Exchange of experts to conduct scientific expertise
Higher education institutions in Ukraine used to get public funding through an historic principle. Incremental budgeting changes for universities were contingent solely on the year-to-year variation in state-subsidised student numbers. The permissible student-faculty ratio per field of education, level and mode of study governed institutional staffing arrangements in line with respective state regulation.
This regulatory framework has long been blamed for irrational institutional behaviour and preventing universities from exercising autonomy over their staffing. For one thing, the financial incentives prompted universities to keep the student body growing regardless of their capacity or students’ academic performance.
According to the 2019 U-Multirank country note, Ukrainian universities are placed well above average when compared to their peers on student graduation rates. While low drop-out rates could be a consequence of student-centred strategies, they are more likely to result from the retention-orientated public funding mechanism.
The top-down policy with regard to academic recruitment has also had a negative impact. The obligation to have university appointments confirmed by the Ministry of Education and Science of Ukraine brought about a deterioration in institutional managerial efficiency.
The need to switch from maintaining the country’s extensive university network to rewarding quality education providers has brought a discussion about the introduction of performance-based funding to Ukrainian higher education policy.

The final event of the RI-LINKS2UA project will look into the future direction of the research and innovation sector of Ukraine, both in the national and international context.
RI-LINKS2UA „Strengthening Research and Innovation Links towards Ukraine“ is a Horizon 2020 funded international coordination and support action with the overall aim to further support and enhance the integration of Ukraine to the European Research Area. The project was kicked off in February 2016 and ends in February 2019.
This final event is organised in oder to tack stock of the work, which was implemented under the project. Moreover, it’s aim is to initiate a discussion about possible future directions of the Ukrainian research and innovation system both on the national and international level.

The PhD Thesis Presentation Contest aims to promote young scientists and in doing so contribute to increasing the visibility of Ukrainian PhD students abroad and raising the profile of the international academic collaboration with Ukraine.
The 2018 Final will be carried out on 4th of October 2018 in Dresden, Germany, within the framework of the 2018 Annual Meeting of the German-Ukrainian Academic Society (Die Deutsch-Ukrainische Akademische Gesellschaft e.V.). Their travel and stay in Dresden will be supported by the Society.

- Ukrainian PhD students studying abroad (incl. exchange PhD students);
- PhD students, regardless of nationality, who are involved in a collaborative (e.g. bi- or multi-lateral, including Ukraine as a partner) research project;
- PhD students, regardless of nationality, whose topic of research relates to Ukraine.

Ukraine joined the Bologna Process in 2005 and since then much has been done. Important higher education reforms were initiated and successfully implemented. Nonetheless, as other Bologna Members, Ukraine’s Higher Education system still faces some challenges of modernisation and Europeanisation. Therefore, an international conference will be held to support and encourage the reform efforts. The conference will address key elements of the European higher education reform, including quality assurance, transparency instruments such as ECTS / Diploma Supplement but also the topic of recognition of qualifications. In addition, the conference will also provide the opportunity to exchange experience between German, European and Ukrainian higher education representatives. Furthermore, participants will be informed about the results of the Bologna Ministerial Conference in Paris and will discuss future challenges in European Higher Education.

Deutsch-Ukrainisches Forum der Nachwuchswissenschaftler fand im Dezember 2017 in der Ukraine und im Februar 2018 in Deutschland statt.
Am 8. Februar 2018 fand in der Botschaft der Ukraine in der Bundesrepublik Deutschland die Auftaktveranstaltung des zweiten Teils des Deutsch-Ukrainischen Forums für Nachwuchswissenschaftler statt. Dieses Forum wurde erstmalig durch die Eberhard-Karls-Universität Tübingen in Zusammenarbeit mit der Deutsch-Ukrainischen Akademischen Gesellschaft als zweiteilige Veranstaltung organisiert. Den Auftakt bildete im Dezember 2017 eine sechstägige Erkundungs- und Netzwerkbildungsreise „Forschung in der Ukraine“ nach Kyiv, Lviv und Kharkiv.
Der zweite Teil des Forums war dann im Februar 2018 ein intensiver zweitägiger Workshop zum Thema „Fit für die Forschungsförderung in Berlin“. Diese Veranstaltung wurde vom Deutschen Akademischen Austauschdienst (DAAD) aus Mitteln des Bundesministeriums für Bildung und Forschung (BMBF) gefördert. Bei der Auftaktveranstaltung des 2. Teils des Forums und dem darauffolgenden Empfang hat Prof. Dr. Olga Garaschuk, Neurophysiologin der Eberhard Karls Universität Tübingen und die Präsidentin der Deutsch-Ukrainischen Akademischen Gesellschaft e.V./ des UKRAINE Netzwerkes, einen Vortrag der Vortragsreihe „Forschung aus der ersten Hand“ zum Thema „Alterung des Gehirns und neue Erkenntnisse über Alzheimer Erkrankung“ gehalten.
Das Hauptziel des Forums ist es, die Nachwuchswissenschaftler aus Deutschland mit der wissenschaftlichen Landschaft und der aktuellen Forschung in der Ukraine vertraut zu machen und es Forschern beider Länder zu ermöglichen, sich kennenzulernen, Ideen auszutauschen und Konzepte für mögliche gemeinsame Forschungsprojekte zu erörtern. An dem ersten Teil des Forums nahmen 45 Teilnehmer aus verschiedenen Bereichen der Forschung teil: Natur- und Ingenieurwissenschaften, Biowissenschaften und Biomedizin, sowie Sozial- und Geisteswissenschaften. Der wissenschaftliche Nachwuchs (Postdoktoranden bzw. Gruppenleiter/ Juniorprofessoren) kamen aus Cherkasy, Ivano-Frankivsk, Kharkiv, Kyiv, Lviv, Odesa, Mariupol und Slovjansk in der Ukraine, sowie aus Berlin, Dresden, Hannover, München, Stuttgart, Potsdam, Tübingen und Wildau in Deutschland. Die Teilnehmer des Forums bekamen die Möglichkeit die führenden Universitäten und wissenschaftlichen Institute der Nationalen Akademie der Wissenschaften der Ukraine in Kyiv, Kharkiv und Lviv zu besuchen und ihre eigenen Forschungsprojekte zu präsentieren. Während der dedizierten Veranstaltung „Finanzierungsmöglichkeiten für die deutsch-ukrainische und internationale Zusammenarbeit“ erfuhren die Teilnehmer und andere interessierte ukrainische Forscher mehr über jene Forschungsförderprogramme, die gemeinsame Forschungsprojekte finanzieren und die wissenschaftliche Mobilität unterstützen. Außerdem konnten die Teilnehmer auch die „Best Practice“ -Beispiele kennenlernen und sich mit erfahrenen Forschern aus der Ukraine und Deutschland austauschen, die schon seit langem erfolgreich zusammenarbeiten.
Für den zweiten Teil des Forums wurden 10 deutsch-ukrainische Tandems anhand ihrer Antragsskizzen für gemeinsame Forschungsprojekte durch eine Expertenkommission ausgewählt. Die Teilnehmer konnten somit ihre Forschungsideen weiter gemeinsam ausarbeiten und auf ein fundiertes Know-how zurückgreifen, welches ihnen während des zweitägigen intensiven Workshops durch eine erfahrene Beraterin für Forschungsförderung, sowie Fachexperten mit mehrjähriger Erfahrung in Antragsstellung und -begutachtung vermittelt wurde. Darüber hinaus bekamen die Forschungspartner aus der Ukraine die Möglichkeit das jeweilige Labor / Forschungsinstitut ihres potenziellen Partners in Deutschland zu besuchen, um mehr über dessen aktuelle Forschung zu erfahren und über zukünftige gemeinsame Projekte zu diskutieren.
Das Forum wurde durch eine besonders positive Atmosphäre und einen regen wissenschaftlichen und kulturellen Austausch gekennzeichnet. „Ich betrachte das Forum als das bemerkenswerteste Ereignis im ukrainischen Wissenschaftsgeschehen in diesem Jahr, insbesondere in Bezug auf Geographie, Logistik und Anzahl der beteiligten Menschen und Institutionen“ schätzte Dr. Svitlana Potapenko, Historikerin aus Kyiv. Dr. Maksym Tsizh, Kosmologe aus Lviv, meinte: „Alle Teile des Forums waren wichtig: die Interaktion mit meinem Forschungspartner, die Tipps zum Thema Antragsvorbereitung, sowie die fachliche Beratung durch Experten. Ich habe jetzt alle Kontakte, die ich brauche und einen soliden Plan für meine nächsten Schritte – alles Dank des Forums und der Deutsch-Ukrainischen Akademischen Gesellschaft“. Sowohl die teilnehmenden Nachwuchsforscher als auch die erfahrenen Wissenschaftler, die an dem Forum mitwirkten, haben neue Kontakte geknüpft und interessante Ideen entwickelt. Zudem sind die Nachwuchsforscher jetzt bestens dafür ausgestattet ihre Forschungskarieren weiter fortzusetzen, um zur deutsch-ukrainischen wissenschaftlichen Zusammenarbeit beizutragen.

Die Deutsch-Ukrainische Akademische Gesellschaft wurde 2016 in Berlin als gemeinnütziger Verein gegründet. 83 organizations from Ukraine receives 17.23 million euro from the EU within Horizon 2020 programme. Among them, there are Higher Education Institutions, Research Organisations, and Private Sector. In total, 505 Ukrainian organizations participated in the preparation of 915 project proposals, expecting European Commission contribution of 312.81 million euro.
